Experts estimate ~$6B/year is misspent. Only 849,000 families now get direct cash aid (down from 1.9M in 2010). Audits found 162 oversight violations in 37 states, while stronger accountability steps have stalled for years.
High-profile cases include Mississippi ($77M misused), Michigan (~$750M for scholarships), and Texas ($251M tied to foster care spending).
