Here is one 5 1/2 hr ordeal we endured in Minneapolis-(we do this with other states like NY,CA, IL etc) to find their methods. Many groups, regional- perfect infrastructure. Rotating dispatchers and using systems probably to validate plates. Harassing locals- asking to inspect their cars- insanity. We were “driving” (from our offices in various states) for hours in order to find their methods and funding for gas cards and hotels.
