In 1987, mail-in voting in Oregon became permanent for local and special elections, with almost all counties adopting it. In 98' it became statewide for ALL elections. Oregon has been WITHOUT a Republican governor since Atiyeh's departure in January of 87, to now, 39 years later... and we've gone downhill ever since.
