The Tenth Amendment to the United States Constitution, ratified on December 15, 1791, as part of the Bill of Rights, states that "the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people".

10 U.S.C. § 12406 authorizes the President to call members and units of the National Guard into federal service under specific circumstances: when the United States, or any of its Commonwealths or possessions, is invaded or in danger of invasion by a foreign nation; when there is a rebellion or danger of a rebellion against the authority of the U.S. government; or when the President is unable with the regular armed forces to execute the laws of the United States.

The President may do so in such numbers as he deems necessary to repel invasion, suppress rebellion, or execute federal laws.

Orders for these purposes must be issued through the governors of the states, or through the commanding general of the National Guard of the District of Columbia

No tell me how Trump authorizing National Guard to Portland to quell the rioting at the ICE facility violates 10usc12406 and the 10th amendment again?
