Honesty is the best policy. I really do not think it's a good idea to disseminate propaganda to the outside world. If the propaganda is allowed to be disseminated internationally wouldn't it contradict national if it is banned in country? Foreign nations can see both too. I mean it is the modern age, and there are work arounds to bypass the controlled media. Even if we restore the Smith Mundt act it would still allow dissemination of propaganda internationally.
