Comments on X report that the victim interceded previously when the bad guy was beating his girl friend. So the attack was belated revenge on a Good Samaritan.
Some commenters also suggested pulling out the dart might have been life threatening if an artery was cut. I’ve no idea if that is correct but sounds plausible.
This was blue state Portland, so of course the bad guy has a record and will probably receive a relative slap on the wrist.
