I wouldn't call it an about face, it's been known for years that farms and businesses take advantage of illegal immigrants because they can be paid a low wage due to minimum wage not applying. They should be removed from the country. There is a temporary visa system for migrant farmers/workers so the criminals can be vetted out. P.S. bypassing the legal migration system is a crime in itself.
