This is a failure. Getting rid of the USA made 1 mil bags and changing over to 10 mil Chinese made bags, now they're closing the 10 mil loophole. Hopefully they don't get rid of paper bags which is made with renewable resources. Sounds like they want the reusable plastic bags that cost much more.
